Website CSS Globe has a nice article (with an accompanying script to download) that sets a mouse over effect on linked images.

Mouse over behaviors have a certain significance when we're talking about usability. Letting users know that particular section of our website is meant to be clicked on is best achieved through mouse over effect.

The script allows for a number of different mouse over effects and would be especially of interest to photobloggers, who often have linked images like this. You can check out the demo here.
